[RadioExam Dev] New General Pool

Thanks Dave.  The upcoming new General pool was also pointed out to me
by our local ARRL Section Manager today. :-)  Yeah, I guess it's time.

Let me download the new pool and see how well it drops in.  Sometimes it's
pretty easy.  But sometimes they make it difficult for automated parsing of
the text by not keeping a consistent format.
