[RadioExam Dev] charter ready to send to the board?

After fixing a problem with the wiki authentication which was a side effect
of the recent OS upgrade, I updated the proposed charter on the wiki as
suggested in my previous e-mail.

I'd like to have us vote to approve this and send it to the Board of
Directors before the next board meeting, probably later this month.
